What we can do is not grand or complicated. Before opening the box at our door, we can start by pausing for a moment to remember that someone’s labor and safety were part of the journey that brought it there.

The changes facing delivery drivers are not an issue limited to one particular profession. They offer the clearest view of where the speed of consumption we desire meets the standards of labor that society must protect.

A 48-Hour Workweek to Reclaim Delivery Drivers’ Time—and Regulation for Platforms

“Order today, receive it tomorrow” is a promise of convenience for consumers. But behind that promise lies the labor of delivery drivers, whose workloads and working hours have effectively faced few limits. Now that the race for ever-faster delivery has become the norm, the government and the National Assembly are discussing work-hour caps and platform regulations to reduce overwork in the delivery industry.

The issue is not simply about cutting hours. It also raises broader questions: Who will bear the cost? How fast should deliveries remain? And how transparent should platform companies be?

Could a Work-Hour Cap Become the Minimum Line of Defense Against Overwork?

Amid discussions on revising the Development of the Logistics Service Industry Act, one proposal would authorize the Minister of Land, Infrastructure and Transport to establish work-hour standards aimed at preventing excessive workloads among delivery drivers. Specifically, the possibility has been raised of introducing a cap of around 48 hours per week through an enforcement decree.

If this standard becomes reality, delivery drivers could gain some relief from a system in which heavy volumes force them to continue delivering, loading, and unloading without end. It will be especially important to properly calculate actual working hours, including sorting, loading and unloading, driving, and delivery.

However, setting a time limit alone will not solve the problem. If delivery volumes remain unchanged while the time available for work is reduced, the industry may be left with two options:

  • Hire more workers and divide the workload
  • Raise delivery rates and consumer shipping fees

Ultimately, the success of working-hours regulation will depend on one question: Who will fill the gap after working hours are reduced?

Can Shifting the Insurance Burden Reduce the Transfer of Responsibility Under the Label of “Independent Contractor”?

The proposed revision also includes a plan for major delivery companies and late-night delivery operators to cover the full cost of employment insurance and industrial accident insurance for contracted delivery drivers. Time to Reconsider the Price of Speedy Delivery

The industry says that work-hour restrictions, expanded insurance obligations, and platform regulations could weaken its competitiveness. These concerns are valid to some extent. Delivery networks are tightly interconnected, meaning that rising costs in one area can affect freight rates and overall service quality.

But if a race for speed, unchecked by regulation, has been sustained through overwork, accidents, and unstable incomes, it is not a sustainable model either. If a one-day delay in delivery must be traded for someone’s health and safety, consumers, too, may find it difficult to judge services solely by which one is the fastest.

The debate over a 48-hour workweek and platform regulation represents not only an institutional shift for delivery drivers, but also a question about what standards our society should set for the speed of delivery. The goal is not to make deliveries slower. It is to build a logistics system that can operate at a pace people can endure—and sustain for the long term.

Delivery Drivers’ Safety Comes Before Delivery When the Heat Index Hits 35°C

Now, the logistics industry is beginning to question the seemingly unquestionable race for speed: Does every delivery really have to arrive today, right now, without fail?

Extreme Heat Is Not Merely Inconvenient—it Is a Hazard That May Require Work to Stop

As the climate crisis deepens, extreme summer heat is no longer an exceptional event but a recurring part of everyday life. Delivery drivers, in particular, spend long hours moving between vehicle interiors, scorching roads, stairways, and shared building spaces, all while exposed to intense heat. Carrying heavy packages along the way further increases the risk of exhaustion and heatstroke.

Government safety guidelines for outdoor workers reflect this reality:

What the Right to Stop Work Means

Recently, two important changes have been gaining attention in the logistics industry during extreme weather such as heat waves and torrential rain: the right to stop work, which allows delivery drivers to halt operations on their own when conditions are dangerous, and protection from liability, which ensures they are not held responsible when deliveries are delayed for safety reasons.

In the past, delivery delays could immediately become a matter of individual performance or customer complaints. As a result, drivers often found it difficult to stop even when they recognized the danger. But the right to stop work goes beyond declaring that “it is okay to rest when conditions are dangerous.” It creates a real option for workers to stop in the field.

Protection from liability is equally important. If responsibility for delays during extreme heat is not placed on individual delivery drivers, the industry can move away from forcing workers to push themselves beyond safe limits simply to meet promised delivery times. For such policies to work, safety-related delays must not result in penalties.

Fast delivery may be a measure of service quality, but it must never become a standard that takes priority over workers’ safety.

Consumers’ Patience Can Also Become a Safety Net

This is not a challenge for companies and delivery drivers alone. Consumers, too, need to consider who bears the cost of the convenience represented by “arriving today.”

On a day when an extreme heat warning has been issued, a delivery arriving a day late may be inconvenient. But if that extra day can prevent someone from collapsing or suffering an accident, the situation looks different. Especially when the package contains neither essential supplies nor emergency goods, we need a culture that views delivery-delay notices not merely as grounds for complaint, but as measures taken for safety.

The actions we can take do not have to be drastic:

  • Avoid excessive complaints about delivery delays during heat waves or torrential rain
  • Do not pressure drivers through personal contact numbers or demands for immediate delivery
  • Create an environment that allows contactless delivery, reducing travel and waiting times
  • Offer a brief “Thank you for your hard work” while reminding drivers to put safety first

On days when the heat index rises above 35°C, a delivery notification may arrive a little later. That delay may not be a failure of service, but rather the minimum safety measure society has chosen to ensure that delivery drivers can make it safely through the day.

When Complaints About Delivery Delays Become Verbal Abuse Toward Couriers

Saying, “The delivery is late,” can be a perfectly legitimate inquiry. But the moment it turns into demands such as, “Bring it right now,” “Give me your personal number,” or “Get on your knees and apologize,” it is no longer a request to improve the service. It becomes a case of customer harassment, known as “kasuhara.”

The dangers faced by couriers do not lie only in lifting heavy boxes, traveling in extreme heat, or dealing with accidents on the road. The unreasonable demands and insulting language they encounter while visiting hundreds of delivery locations each day are also clear occupational hazards. The Line Between a Legitimate Complaint and Customer Harassment

Customers naturally have the right to ask about and complain about delayed deliveries. However, there is a line in how those complaints should be made.

Demands for delivery outside business hours, requests for employees’ personal contact information, verbal abuse, and forced apologies are among the representative examples being cited.

As a result, industry-specific response manuals are being developed, while the principle that companies must protect their workers is also gaining strength. In particular, it is becoming increasingly important to establish clear standards allowing employees to end an interaction or transfer it to a senior department when a customer’s demands are deemed unreasonable.

The implications for South Korea are clear as well. Rather than demanding “kindness” from couriers alone, we need response manuals and protective measures that allow them to refuse unreasonable customer demands. If a delivery delay is caused by severe weather, an overwhelming volume of packages, or safety concerns, a culture must also take root in which individual couriers are not held responsible.

The Line Society Must Respect in Its Pursuit of Faster Deliveries

With just a few clicks, we receive packages the next day—and sometimes within only a few hours. Yet behind that convenience are someone’s early start to the day, short breaks, and unpredictable traffic and weather conditions.

If a delivery is late, first check the tracking information and contact the customer service center. If you need to contact the courier, it is enough to ask briefly and clearly about the situation. Avoid demanding their personal contact information, insisting on immediate redelivery, or making emotional remarks.

Respect for couriers does not begin with grand gestures of kindness. It begins with accepting that deliveries may sometimes be delayed—and that people’s safety and dignity matter more than the delay itself.

How AI Is Changing Delivery Work: The Beginning of a Transformation, Not Extinction

We are entering an era in which automated robots move through logistics centers and AI reads shipping-label information to calculate the most efficient delivery routes. If so, does that mean delivery drivers will soon become a thing of the past?

The short answer is no. Rather than replacing delivery drivers outright, technology is moving toward changing the weight and nature of their work itself. The boundary between what automation does best and what still requires human judgment is becoming clearer.

In Logistics Centers, AI Takes Over the “Repetition”

The first tasks assigned to AI and automated equipment are repetitive and calculation-heavy.

  • Automatically recognizing and sorting shipping labels
  • Locating products and managing inventory
  • Predicting delivery volumes
  • Calculating optimal delivery routes by region and time of day
  • Assisting with the movement and loading of heavy boxes

When these technologies work properly, they can reduce the burden of sorting, loading, and unloading that delivery drivers face before heading out. Sorting large quantities of packages and loading them onto vehicles from the early morning hours is especially physically demanding. Automation is highly effective at shortening this process and minimizing unnecessary movement.

In other words, if the goal of technology is not simply to cut jobs, AI can become a tool for reducing delivery drivers’ overwork.

The Last 100 Meters Still Belong to People

However, it is difficult to replace every stage of delivery with machines. Once a package leaves the logistics center, it enters the complicated reality of the physical world.

Villas without elevators, apartment buildings with different entry systems, narrow alleys, sudden downpours and heavy snowfall, and last-minute changes to a recipient’s request—there are more variables than map data alone can solve.

Delivering a package safely to the customer and making decisions in unexpected situations on-site remain distinctly human responsibilities. AI may suggest “the fastest route,” but it cannot yet perfectly determine whether that route is blocked by construction, whether a package can be safely left in front of the door, or how best to communicate with the customer.

That is why, in the near future, delivery drivers are likely to become less like people who simply move boxes and more like logistics professionals responsible for on-site judgment and customer interaction.

The Key Is Not Replacement, but “Safer Work”

For the introduction of technology to bring positive change, the time saved must be returned to delivery drivers in the form of rest and safety. If AI shortens delivery routes and automated sorting reduces workloads, but companies simply increase the number of deliveries by the same amount, the problem of overwork will not be solved.

Instead, the following standards are also necessary:

  • Guarantee the time saved through automation as break time
  • Ensure that AI dispatch systems do not assign excessive workloads
  • Adjust delivery schedules to reflect weather risks such as heatwaves and torrential rain
  • Do not shift the cost of training and equipment required to use the technology onto workers

AI that only increases delivery speed can intensify the strain on workers. By contrast, AI that prioritizes safety and rest can reduce delivery drivers’ risk of occupational accidents and lay the foundation for an environment in which they can work for longer.

The true value of technology does not lie in reducing the number of people. It lies in helping people get hurt less, grow less exhausted, and receive greater respect.

The Delivery Driver of the Future Is Not a Disappearing Job, but a Changing One

Even as autonomous delivery vehicles and delivery robots become more common, it will take time before they can completely replace every alley and every doorstep. In the process, delivery drivers’ work may shift away from loading, unloading, and simple repetitive tasks toward delivery-quality management, on-site response, and customer communication.

The question we should ask must not stop at, “Will AI eliminate delivery drivers?” A more important question is this:

Who will benefit from the efficiency AI creates?

When technology is designed not merely for faster delivery but for safer deliveries and more humane working conditions, the future of the delivery industry can finally begin moving in a better direction.
